Multidimensional poverty in Lebanon (2019-2021)

This study examines the multidimensional facets of poverty in Lebanon, for the period of 2019-2021. From a multidimensional poverty perspective, a household can be classified as poor if it is subjected to one or more of aspects (notably health care, medicine services, education, employment, housing and assets) of deprivation, even if it is not income poor. A household deprived of electricity, for example, is classified as deprived in this indicator, and possibly multidimensionally poor, regardless of its financial capacity to subscribe to a private generator. The same classification applies to households that are unable to obtain medicines, irrespective of their financial ability to purchase them. When measuring deprivation in Lebanon using this concept, the multidimensional poverty rate in 2021, according to the most recent household data sources, is 82 per cent (as for the Extreme multidimensional poverty it is estimated at 34 per cent). The analysis in this brief is derived from the Labor Force and Household Living Conditions Survey in Lebanon for the period 2018-2019. The survey was conducted by the Central Administration of Statistics, with support from the International Labor Organization and the European Union.

Barriers to Education for Children with Disabilities in Lebanon

Description: Under the law, all Lebanese children should have access to education free from discrimination. Lebanon’s Law 220 of 2000 grants persons with disabilities the right to education, health, and other basic rights. It set up a commission dedicated to optimizing conditions for children registered as having a disability to participate in all classes and tests. In reality, the educational path of children with disabilities in Lebanon is strewn with logistical, social, and economic pitfalls that mean they often face a compromised school experience—if they can enroll at all. Political Rights of People with Disabilities in Lebanon

Description: In 2016, there were 98,000 registered persons with disabilities in Lebanon, representing an estimated three percent of Lebanon’s population. They face many challenges, including legal and administrative barriers to political participation, while lack of access is present in elections as well as in political parties and political expression. Initiatives to increase their participation in elections and decision-making processes are also limited. Political participation of persons with disabilities has been outlined in a series of international and regional human rights conventions. Among them is the Convention on the Rights of Persons with Disabilities (CRPD), which was first to elaborate the right to participate in political and public life in the context of disability and to provide specific guidance to States. Lebanon signed the CRPD in 2007 but has yet to ratify it, and the hope is to improve the level of participation of persons with disabilities in the political life and facilitate their accessibility to electoral process.

Lebanon: Disability and Access to Information

Description: Disability is a complex, multi-dimensional human experience that often resists definition and measurement, and the CRPD was an important step towards applying human rights standards to human diversity and complexity. The CRPD sets out civil, political, social, economic and cultural rights, reformulating them around key principles such as accessibility and inclusion. Access to information – the freedom to seek, receive and impart information and ideas – is guaranteed by the CRPD. It is both a vital tool for advocacy and a vital precondition for the enjoyment of other rights. Access to government information on public policy and its outcomes is crucial in order for persons with disabilities to achieve their rights. This report looks at some of the ways that access to information can help persons with disabilities achieve their rights – and ways in which barriers to information can totally undermine their rights. It uses Lebanon as a case study.
